Geneva, Switzerland.  The United Nations Committee Against Torture (CAT) convened at the Palais Wilson in Geneva, Switzerland from April 18, 2016 to May 13, 2016 for its 57th Session to examine mechanisms adopted by various State Parties in the punishment and prevention of acts of torture as well as to discuss national efforts to implement the rights enshrined in the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

February 4, 2016, Quezon City- The Philippine National Police (PNP), in cooperation with the Commission on Human Rights (CHR), Asia Pacific Forum (APF), and Association for the Prevention of Torture (APT), holds today, the 1st National Summit on Torture Prevention at Hotel Rembrandt, Quezon City which aims to boost collaboration and cooperative efforts among the PNP, CHR, and other national agencies towards a common objective of improving the promotion and protection of human rights in the country with emphasis on the prevention on the occurrence of torture.

As the year 2016 unfolded, PCSUPT DENNIS A SIERVO, Chief, of the PNP Human Rights Affairs Office (PNP HRAO); PSSUPT EDGARDO G PAMITTAN, Assistant Chief, HRAO; and some HRAO Personnel paid a courtesy call to The Honorabe  JOSE LUIS MARTIN GASCON, Chairperson of CHR and The Honorable Karen Dumpit, Commissioner of CHR on January 20, 2015, 3:00 Pm, at the Office of the Chairperson to discuss, among others, the programs and activities of PNP HRAO for CY 2016 geared towards the full institutionalization of the respect for human rights as a way of life in the PNP as part of the Performance Governance System-PNP P.A.T.R.O.L. Plan 2030.

Pursuant to Republic Act (RA) No. 9201, otherwise known as the National Human Rights Consciousness Week Act of 2002, which declared December 4 to10 of every year as the National Human Rights Consciousness Week in the country, the Philippine National Police joined the Commission on Human Rights (CHR) and other government agencies in spearheading the weeklong celebration of the 2015 National Human Rights Consciousness Week (NHRCW) with the theme “Karapatang Pantao: Igalang, Ipagtanggol, Isakatuparan. ”

Two consecutive trainings on international humanitarian law (IHL) were held this November for at least 45 members of the Philippine National Police who take part in internal security operations.

The trainings, conducted by the PNP Human Rights Affairs Office in partnership with the International Committee of the Red Cross (ICRC), are part of efforts to integrate the teaching of IHL, also known as the law of armed conflict, in the police force.

The Philippine National Police with PCSUPT Dennis A. Siervo, Director of PNP Human Rights Affair Office (PNP HRAO), spearheaded the week-long celebration of the National Human Rights Consciousness Week with the theme: "Karapatang Pantao: Igalang, Ipagtanggol, at Isakatuparan" on December 7, 2015. Kicking-off the celebration, a simultaneous reading of the Panata sa Karapatang Pantao was done by all government agencies today.
