The PNP leadership, led by PNP Chief Director General Ricardo C. Marquez, conferred the Performance Governance System Compliant Status to the PNP Human Rights Affairs Office during the Monday Flag Raising Ceremony held on October 5, 2015, at the National Headquarters, Camp Crame, Quezon City.
Together with the members of the National Advisory Group for Police Transformation and Development (NAGPTD) represented by Hon. Constancia P. De Guzman, the Commissioner of National Police Commission; Atty. Anicia M. De Lima, the former Commissioner of the Civil Service Commission; Prof. Jose S. Navarro, Director of Harbor Shipping Services Inc.; and PDir Benjamin B. Magalong the Chairman of the Technical Working Group on PNP P.A.T.R.O.L. Plan 2030, and the Director of CPSM Police Chief Superintendent Noel A. Baraceros, PDG Marquez awarded the “Pin of Compliant Status” to PSSUPT DENNIS A SIERVO, the Acting Chief, HRAO, assisted by Atty. Evecar Cruz-Ferrer, member of the HRAO Multi-Sectoral Advisory Council.
PSSUPT SIERVO manifested that passing the Compliance Stage of the four-step Performance Governance System enhanced HRAO’s way of doing tasks and measuring successes in their endeavor to fully institutionalize the respect for human rights as a way of life in the PNP.
“As we strive to achieve the “Proficiency Stage”, the PNP Human Rights Affairs Office continues to refine its plans and strategies so that clear objectives are set, targets are identified, and to ensure that accomplishments and areas for improvement are fully recorded and worked on. Moreover, as we endeavor for excellence, we need the cooperation of other PNP units and offices and the support of various sectors”, enunciated by PSSUPT SIERVO.
“Indeed, success can only be attained in our PGS journey if all of us will be committed to the task of improving police service and to the vision of building a more just and humane society”, he added further.
The Compliance Evaluation Process was composed of three sequential phases –the Strategic Readiness Test or SRT, the Performance Audit, and the Unit Revalida.
The Philippine National Police is currently implementing the P.A.T.R.O.L Plan 2030 (Peace and order Agenda for Transformation and upholding of the Rule-Of-Law) as strategy in its Performance Governance System utilizing the Balanced Scorecard (BSC) framework as its implementing tool. One of the key perspectives in the ongoing police reforms under PNP P.A.T.R.O.L. Plan 2030 Performance Governance System is “Improve community safety awareness through community oriented and rights-based policing”. As part of process excellence, the PNP strives to serve and protect the community by upholding their rights under the law.
