The PNP, through the Human Rights Affairs Office, with the support of the International Committee of the Red Cross (ICRC), successfully conducted the “2019 Top Level Forum Workshop on International Humanitarian Law for Senior Police Officers” for 25 Senior Police Commissioned Officers with the ranks of with the ranks of PCSUPT and PSSUPT from selected Directorates/PROs/Units from March 5 to 7, 2019 at the Marco Polo Plaza, Cebu City. The Top Level Forum Workshop has the following objectives:
- Deepen the understanding of police officers on International Humanitarian Law that is applicable to the police organization especially during armed conflict to attain higher professional standards and be made as a way of life in law enforcement;
- Discuss issues pertaining to children in situations of armed conflict in accordance with RA 11188; and
- Raise the consciousness of the Senior Level Officers about the decisions needed on case-specific condition of armed conflict.
PCSUPT DENNIS A SIERVO gave an overview regarding the forum on IHL to the participants.
SYLVAIN GAINON, ICRC Delegate to the Police & Security Forces Philippines & the Pacific introduced the ICRC delegates to the participants and their expectations on the forum.
