To allay the fear of the public with regards to the proposed enactment of House Bill 6875 otherwise known as Anti-Terrorism Bill, the Philippine National Police (PNP), through the PNP Human Rights Affairs Office (HRAO), will launch a massive information campaign among its men and women to prepare the entire police organization on the provisions of the proposed law once enacted. As PNP spokesman Police Brigadier General Bernard M Banac said “What the government wants is a balance between human rights and peace and order." The PNP assures the public that the proposed legislative measure will not be used for abuses as there are also some provisions that penalize abuses of law enforcers.
